About MHRC

The Mahbub ul Haq Research Centre (MHRC) is a Centre of excellence in social science research at the Lahore University of Management Sciences (LUMS). It supports interdisciplinary research, scholarship, and teaching on public finance, human development, social exclusion, and inequality across South Asia. Its vision is to co-construct knowledge on critical challenges with a community of scholars, practitioners, and social actors to bring about transformative and sustainable change in Pakistan.

Position Description

• The Policy Lead will be responsible for the following main tasks:
• Undertake or commission research on areas identified by PRA and the research team.
• Gather and analyze data and information
• Develop expertise in the public finance area and draw on the expertise of the research team and PRA officials.
• Keep up to date with social, political, and economic developments related to public finance, and brief others on these.
• Provide advice to senior bureaucrats, stakeholders, and decision-makers.
• Support and coordinate meetings, conferences, and workshops.
• Write policy briefs, reports, and analytical pieces for the government.
• Deliver oral briefings and presentations.
• Carry out consultations with internal and external stakeholders - including government officials in PRA and other departments.
• Manage and track the delivery of priorities as identified by the government.
• Write and monitor communications to ensure consistency and accuracy.
• Develop expertise in a public finance area.
• Carry out other duties as per the needs of the project.

Qualifications

• Undergraduate or Master's degree in public policy, public administration, social policy, economics, or a related discipline.
• Minimum of 1 year of relevant experience in policy work. Preference will be given to candidates with prior experience working with government officials.
• An interest in policy and bringing about change.
• Excellent written and verbal communication skills to absorb complex information and present it to different audiences in a clear and accessible way.
• Interpersonal skills, to work and build relationships with a range of people holding different views.
• The ability to understand diverse perspectives and to be able to successfully influence and negotiate.
• Effective research and analysis skills (including quantitative and qualitative), needed to build an evidence base from which you will work.
• Good organization skills, to track priorities, work to deadlines and manage projects.
• A flexible and adaptable approach in order to respond to shifting priorities and a rapidly evolving external environment.
• The ability and desire to acquire and maintain knowledge of a policy area or areas good political judgement and initiative, for making decisions autonomously or advising others on the most effective course of action.
• Commitment and passion for developing and delivering policy to improve the lives and experiences of citizens or for advancing a particular cause.
